memorandum

to:               reviewing authorities

from:         John L. High, Director

subject:     fCC EEO report (April 1, 2002–March 31, 2003)

date:          April 8, 2003

WMOT had no job openings during the report period. If there had been openings, they would have been filled according to the Middle Tennessee State University policy on Equal Employment and Affirmative Action.

With the advent of the Commission’s Second Report and Order of November 20, 2003, WMOT has established a system of tracking, reporting and outreach to ensure that future job openings are widely disseminated. In addition to the usual adverting practices imposed by University EEO/AA policies, WMOT has attempted to contact several area organizations involved with job placement to inform them of opportunity to have notices of all job openings at WMOT be forwarded to them. Letters or emails have been sent the following entities:

The Career Center at Tennessee State University; Nashville LINK’s Chapter; Nashville Urban League; AWRT, Nashville Chapter; Nashville Employment & Training Resources Agency; Office of Minority Affairs of the Tennessee General Assembly; the Middle Tennessee Career Center of Murfreesboro; First Call For Help of Murfreesboro; the Mid-Cumberland Human Resources Agency; and the Murfreesboro chapter of the NAACP.

An ongoing attempt will be made to identify other agencies for more contacts.

Further, WMOT has established on its web site {www.wmot.org} a section reporting its EEO practices and reporting system. Found on that site are web links to the Middle Tennessee State University Office of Equal Employment and Opportunity, the MTSU policy manual sections related to EEO/AA, and links the Middle Tennessee State University Human Resources Office where all University position openings are posted, along with applications instructions.

WMOT established many years ago a student scholarship. Members of the WMOT staff wrote the selection guidelines and serve as the selection committee. The current award is $2,000 per academic year. To be eligible, applicants must be enrolled in Middle Tennessee State University as undergraduates.

WMOT will participate, in the upcoming report period, in media days in conjunction with the College of Mass Communication. Some staff members will teach as adjunct instructors in the Electronic Media Communications department. Additionally, staff training in EEO/AA practices will be coordinated with the University’s EEO office. The University provides all full-time employees with educational opportunities at either free or reduced cost. These will help staff members improve their job skills and open up advancement prospects at the University or elsewhere in broadcasting.

As director of broadcasting, I am the University’s contact person responsible for meeting all EEO/AA compliance milestones of both the University and the Federal Commission.

Respectfully submitted.
